The incident occurred on Sept. 24 at the intersection of Burlington and Governor Streets as the child was crossing the street. The vehicle involved was later identified as an Iowa City Community School District van.

The driver hit the child and continued north on Governor Street after an unknown witness helped the child to their feet, according to the release.

The driver was determined not to be in violation of Iowa law regarding leaving the scene of an accident but was cited for using a hand-held mobile device while operating the vehicle.
