IC man was charged with his third OWI

An Iowa City man has been charged with his third OWI.

Craig Owsley, 42, 2140 Western Road, was charged Sunday.

According to an Iowa City police complaint, Owsley ran a stop sign and almost hit a police car. When stopped by an officer, Owsley appeared to be under the influence of alcohol and drugs. The complaint said he had glassy, bloodshot eyes, slurred speech, and smelled of ingested alcohol.

Owsley performed poorly on field sobriety test and provided a preliminary breath test over .08. He also admitted to smoking marijuana earlier that day, the complaint said.

A third-offense OWI is a Class-D felony.
