Tiffin man charged with robbery, cocaine possession

A Tiffin man was charged with second-degree robbery, third-offense public intoxication, and possession of cocaine Oct. 1 after he allegedly stole money from a male subject outside of Sports Column bar.

Joseph Riggan, 25, was apprehended by Iowa City police after a male subject identified Riggan as the man who allegedly came up behind him and grabbed money from his hands. The victim was counting money outside of Sports Column bar when Riggan allegedly grabbed the money and took off running.

According a complaint by Iowa City police, Riggin smelled strongly of alcohol upon contact and exhibited slurred speech and bloodshot eyes. He was placed under arrest for robbery.

When officers conducted a post-arrest search, they allegedly located a plastic bag in Riggin’s pocket that field tested positive for cocaine.
