When police located Schuttingo near the scene in a vehicle matching the description, he reportedly admitted to driving the van and drinking two beers.
The report said Schuttingo has two previous OWI convictions, in 2000 and 2009.
Third-offense OWI is a Class D felony punishable by up to five years in prison and a maximum fine of $9,375.
