Iowa City man accused of driving while under the influence, providing fake name

Authorities have accused an Iowa City man of driving under the influence and providing a fake name when asked.

Emanuel Cowley, 31, was charged July 13 with third OWI, driving while barred, interference with official acts, and providing false identification information.

According to the arrest affidavit, Cowley was stopped after he reportedly failed to stop at a stop sign and traveled above the speed limit. After being pulled over, he gave the officers a fake name and attempted to place coins in his mouth to apparently try to trick the Datamaster test. Police allegedly discovered an open container of cognac under the floor mat.

Third OWI is a Class-D felony.
