CR man charged with 3rd OWI, meth possession

Authorities have accused a Cedar Rapids man of driving under the influence and possessing methamphetamine.

Douglas Smith, 53, was charged Oct. 3 with OWI, third offense.

According to the arrest affidavit, Smith was the subject of a traffic stop and showed signs of being under the influence of a stimulant. He refused to take a drug test. The officer said they found two glass smoking pipes consistent with ones used for methamphetamine smoking and a container with a small amount of white residue.

Third-offense OWI is a Class-D felony.
