Authorities have accused an Iowa City man with driving while intoxicated.
Brian Foulkes, 24, was charged with third-offense OWI on Feb. 28.
According to online court documents, Foulkes was observed driving a vehicle with no registration plates.
Once he was stopped, the officer noticed he smelled of alcohol and had slurred speech. He also had bloodshot, watery eyes and dilated pupils.
Foulkes refused all sobriety tests but consented to Datamaster testing and blew a .162.
Third-offense OWI is a Class-D felony.
