The Iowa City Police Department arrested an Iowa City resident Sunday after allegedly endangering a child and interfering with police acts.
24-year-old Iowa City resident David Torres was arrested on three counts of child endangerment and one count of interference with official acts resulting in bodily injury.
According to the criminal complaint, at 2:42 a.m. on March 22, Iowa City police officer Brad Reinhard responded to a report of a domestic dispute. Upon arrival, Reinhard found Torres crouching next to a vehicle that the reporting party was in. Reinhard ordered Torres to either come to him or to lay on the ground to be arrested, but Torres did neither and instead fled into his residence on 610 Walnut St.

After fleeing, Torres said he would shoot any law enforcement officers if they entered. Three children, ages one, three, and seven, were allegedly in the residence at that time. The 3-year-old and the 7-year-old were reportedly let outside while the 1-year-old remained in the residence.
According to the criminal complaint, Torres came back to the front door to confront the officers, but refused several times to come outside. When turning to go back inside, the officers used a taser to incapacitate Torres. The arrest left one officer with lacerations to their arm, with the complaint not specifying how the lacerations occurred or which officer was harmed.
According to the Johnson County Jail, Torres was released around 12:30 p.m. on March 22 after paying his bond, which was set at $5,000.
