Authorities have accused a man of theft.
Allen Osterkamp, 26, address unknown, was charged Oct. 31 with second-degree theft and unauthorized use of a credit card.
According to the arrest affidavit, an off-duty officer spotted a vehicle in the Best Buy parking lot in Coralville. The officer thought the female passenger was preparing to use narcotics, the affidavit said.
After checking the plates, the affidavit said, the officer discovered the vehicle was stolen. Osterkamp was found in Best Buy, the affidavit said, and admitted to using the vehicle.
Osterkamp later admitted he also found a Hills Bank credit card, the affidavit said, and used it to pay for about $20 of gas in the vehicle.
Second-degree theft is a Class-D felony.
