Iowa City residents can vote for the Iowa City Council and Iowa City Community School Board Candidates on Tuesday, Nov. 4. There are four candidates within the City Council at-large and two candidates within the City Council District B. There are five candidates for the Iowa City Community School Board Election.
University of Iowa students and Iowa City residents interested in casting a ballot for the Nov. 4 local elections have options for where and how to vote.
How to Vote
The deadline to request absentee ballots has passed. Voters now have two options for casting a ballot: in-person early voting or voting at the polls on election day. Absentee ballots that have not been mailed yet must be to the auditor’s officer before polls close.
To register to vote in Johnson County, you must meet the following criteria:
U.S. Citizen
Resident of Iowa
At least 17 years old as long as you turn 18 years old by the election
The deadline to pre-register to vote in the general election is 5 p.m. on Oct. 20.

Early voting ends on Monday, Nov. 3 at 5 p.m. The auditor’s office will be the only early voting location on Monday.
For those who plan to vote on election day but have not yet registered to vote, Iowa polls offer same-day registration.
Voters need to bring identification, such as a driver’s license or student ID, along with proof of residency, such as a water bill, university bill, or bank statement.
Voters are required to cast their ballot within an assigned polling place, which can be found on the Johnson County Auditor’s website. Polls are open from 7 a.m. to 8 p.m. on election day.

Newman Abuissa is a retired transportation engineer and small business owner. He has been a long-term member of the Iowa Democratic Party.
Megan Alter
Megan Alter is the director of Academic Content (English Language Arts) at ACT. She has served one four-year term on the Iowa City Council.
Clara Reynen
Clara Reyman is a graduate teaching assistant and artist and is on the Coordinating Committee for the Campaign to Organize Graduate Students, or COGS, and UE Local 896.
Bruce Teague
Bruce Teague serves as the Iowa City mayor at-large, a health care professional, and a business owner. He has served on the Iowa City Council since 2018.

Newman Abuissa is a retired transportation engineer and small business owner. He has been a long-term member of the Iowa Democratic Party.

David Noerper
David Noerper is a parent and former educator. He has taught as an independent peer tutor and contract teacher in science from the primary to undergraduate levels. He has lived in Iowa City for 18 years, and his top priority for the district is to work on students’ behavioral issues. If elected, he plans to advocate to provide extra support for students with behavioral issues.
Jennifer Horn-Frasier
Jennifer Horn-Frasier is a strategy consultant and small business owner. She is a former language arts teacher within the district. She is also a former editor for science and language arts books at an educational publishing company. She currently serves as the vice president of the board for United Action for Youth in Iowa City and collaborates with K-12 districts, community colleges, and state universities.
Dan Stevenson
Dan Stevenson has taught U.S. history in West Liberty, Iowa, for 18 years and previously taught in Japan and Arlington, Virginia. He also served as president and lead negotiator of West Liberty Education Association. He collaborated with district administration to support students and educators. He serves on public library boards and co-founded a citizenship program in West Liberty.
Jayne Finch
Jayne Finch has been on the Iowa City Community School District Equity Advisory Committee and ICCSD Board of Directors for the past four years. She is also an advocate for students’ social-emotional well-being and inclusive school environments and currently practices in the ear, nose, and throat clinic at the Iowa City VA Medical Center and is also the chief health care ethics consultant.
Ruthina Malone
Ruthina Malone is an administrator at the University of Iowa’s Department of Psychological and Brain Sciences. She is also a current member of the Iowa Association of School Boards Board of Directors for District 6. She was first elected to the ICCSD Board of Directors in 2017 and reelected in 2021.
