Kamau Powell, 33, became engaged in a heated altercation with a woman, according to the arrest affidavit. Officers responded to a 911 hang-up, and upon arrival, they heard a male and female arguing inside and a potential physical altercation.

The affidavit said Powell began by shoving the woman and then followed her out to a balcony, where he began threatening to throw her off and kill her. The woman attempted to flee, which prompted Powell to thottle her, obstructing her breath.

The woman’s daughter attempted to call 911, which Powell noticed. Powell ripped the phone from the child’s hands and shoved her to the floor.

Domestic assault is a Class-D felony.
