Authorities have accused a Cedar Rapids man of numerous offenses.

Douglas Smith, 52, was charged Nov. 11 with third-offense OWI, possession of drug paraphernalia, driving while barred, second-offense possession of a controlled substance, and eluding.

According to an arrest affidavit, Smith was pulled over after not stopping for officers with emergency lights and sirens on. He then admitted to officers, the affidavit said, that he was barred from driving.

When searching the vehicle, the affidavit said, a pipe used to smoke meth and a syringe with meth were found under the driver’s seat. Smith admitted to using meth a few days previously, the affidavit said, and he failed sobriety tests, though he refused to provide a urine sample.

Third-offense OWI and eluding are both Class-D felonies.
