Man charged with third offense OWI

Officials have accused a Council Bluffs man of driving while intoxicated.

Solorio Garcia, 26, was charged with a third-offense OWI on Oct. 19.

According to online court documents, passersby called in about a black 2003 Chevrolet Monte Carlo that was being driven recklessly.

The vehicle was soon located. Upon being followed, an officer reportedly observed that the vehicle was abruptly stopping, driving in illegal lanes, and driving over curbs.

Once Garcia was pulled over, the officer reportedly noticed an empty can of Budweiser in the vehicle.

Garcia allegedly had bloodshot, watery eyes, slurred speech, was unable to maintain proper balance, and smelled of alcohol.

He was also unable to supply adequate breath for a preliminary breath test and for two DataMaster tests, which the officers counted as refusal.

Third-offense OWI is a Class-D felony.
