Officers arrest ‘police of the river’

Iowa City police charged a local man after he allegedly assaulted a fisherman Wednesday.

Christopher William Stark Jr., 45, address unknown, was charged Wednesday with assault.

According to the complaint, Stark approached a man while he was fishing on the bank of the Iowa River and asked him if he had a fishing license.

Answering “yes,” the alleged victim then asked Stark if he was the with police, and Stark said he was the “police of the river.” After the man asked Stark for identification, the report said, Stark allegedly jabbed his index finger into the fisherman’s chest and pulled him up a bike path by his shirt.

Reports said Stark let go and walked away when a passing cyclist told him to let go.

Police later located Stark on the 1300 block of South Gilbert Street, where he submitted a preliminary breath test of .221. He has two previous public-intoxication convictions.
