Cedar Rapids man arrested for an alleged OWI and child endangerment

A Cedar Rapids man has been arrested for allegedly operating a vehicle while smoking marijuana with children in the car.

Frank Orr Jr., 42, was charged Nov. 5 with OWI and child endangerment.

According to reports, North Liberty police stopped Orr for a traffic violation and allegedly saw that his 1-year-old and 4-year-old children were unproperly restrained in the vehicle. Police said Orr exhibited slowed speech and bloodshot and watery eyes — he reportedly admitted to smoking marijuana just prior to the stop.

Police said Orr was taken to the Iowa City police station for an evaluation. Officers determined Orr was allegedly under the influence of cannabis and unable to safely operate a vehicle.

First-offense OWI is a serious misdemeanor punishable by up to one year in prison and a maximum fine of $1,250. Child endangerment is an aggravated misdemeanor punishable by up two years in prison and a maximum fine of $6,250.
